ABOUT THE NOV 2005 AND FEB 2006 SPECIAL SESSIONS   The legislature met in special session in November '05 to deal with the hurricanes' aftermath. See LEGISLATIVE UPDATE. The Special Session that was held in February '06 dealt mostly with reorganization of levee districts, evacuee voting rights, housing and streamlining of New Orleans city government. However, there was one bill affecting Catholic Charities that we supported and the governor signed. ACT 7  SB1 (by Sen. Ben Nevers) delays until 2007--without penalty or interest--billings by the Louisiana Department of Labor to reimburseable nonprofit employers who had to lay off staff because of the hurricanes.
